Legal overview
Legal overview
Uganda regulates lotteries, casinos, gaming and betting under the Lotteries and Gaming Act 2016 through the National Lotteries and Gaming Regulatory Board. Every gambling activity offered commercially requires the relevant local licence.
Regulatory developments
No unverified reform proposal is recorded. The database follows the 2016 Act and current Board guidance.
Responsible gambling
Responsible gambling
The Act defines a minor as a person below 25. That unusually high threshold applies across gambling and lottery participation and must replace generic 18+ language.

Rules by gambling category
We separate casinos, sports betting, sports predictions and lotteries because the rules and authorised channels may differ.
Regulated
Casino
Current position
Uganda regulates casino games through one national authority, the NLGRB. The 2016 Act covers games played for money or value and requires the operator to hold the licence matching the activity. A Uganda casino page should therefore verify the Board licence rather than infer legality from local payment methods or general availability. Remote casino access is not enough: the Board classifies unlicensed internet gambling as illegal. The country also has an unusually high statutory age threshold, so an ordinary 18+ badge would be materially wrong.
Licensing
Casino games require a licence from the NLGRB under the 2016 Act.
Online availability
The Board describes internet or online gambling without a valid local licence as illegal.
Advertising and commercial links
Only licensed activity should be promoted and minors below 25 must not be targeted.
Responsible gambling
Uganda-facing casino material must use 25+, recommend time and deposit limits, and direct readers to the Board rather than presenting play as a financial opportunity.
Regulated
Sports betting
Current position
Uganda's Act defines betting broadly, including wagers on whether an event will happen or whether something is true. Sportsbook comparisons should therefore focus on the operator's current NLGRB permission, not only its international credentials. The licence scope, complaint route and account terms belong beside any ranking. Because Ugandan law treats people below 25 as minors for gambling, sports-betting pages need a country-specific access rule instead of the more common regional 18+ language.
Licensing
Bookmaking, pool betting and other betting require an NLGRB licence.
Online availability
Online betting must be locally licensed; accessibility alone does not prove authorisation.
Advertising and commercial links
Affiliate pages should verify the specific betting licence and apply the under-25 restriction.
Responsible gambling
Betting copy should be 25+, reject guaranteed-win claims and encourage fixed budgets, cooling-off periods and contact with the NLGRB when account controls fail.
Restricted
Predictions
Current position
Predictions require careful labelling in Uganda because the Act expressly describes a pool as a competition for gain in which the public pays to forecast a game, race or event. A free match preview with no stake or prize can remain editorial content. A paid picks contest, pooled prize or direct betting facility cannot rely on that label and may require licensing. Each article should separate independent analysis, sponsorship and the operator action, while making clear that probability is not certainty.
Licensing
Free analysis is distinct from a bet, but a paid forecast pool is expressly included in the regulated definition of a pool.
Online availability
A prediction product involving a stake, prize or betting account requires assessment under the Act.
Advertising and commercial links
Commercial links must not disguise regulated pool betting as editorial forecasting.
Responsible gambling
Where a prediction leads to gambling, the Ugandan 25+ threshold applies. Copy must not encourage borrowing, loss recovery or treating tips as dependable income.
Regulated
Lotteries
Current position
Uganda's lottery definition is wider than a conventional numbered draw. It includes schemes, promotional competitions and devices that distribute prizes by lot or chance. This means a branded promotion may need the same legal scrutiny as a ticket lottery. A Uganda lottery page should identify the organiser, licence, entry price, draw method and claim process. The national age rule is also distinctive: a person below 25 is a minor and may not buy or sell lottery tickets.
Licensing
Lotteries, including promotional competitions falling within the statutory definition, require the relevant Board authority.
Online availability
Internet lottery distribution remains subject to local licensing.
Advertising and commercial links
The organiser and Board authority should be identifiable before a draw is promoted.
Responsible gambling
Lottery coverage must state 25+, avoid investment language and remind readers that buying more tickets increases expenditure without making any individual ticket safer.
