Legal overview

Legal overview

Seychelles divides gambling oversight between the Financial Services Authority, responsible for casinos, slot machines and interactive gambling, and the Seychelles Licensing Authority, responsible for betting, lotteries and games of chance.

Regulatory developments

Interactive gambling was given an operational rulebook in January 2024 with Type 1 and Type 2 operator licences. Operator status must be checked against current FSA records rather than inferred from incorporation in Seychelles.

Responsible gambling

Responsible gambling

Betting and interactive gambling prohibit participation by persons under 18. The 2024 interactive rules require age verification, player protection, responsible-gambling information, complaint handling and accurate game information.

How we review

Rules by gambling category

We separate casinos, sports betting, sports predictions and lotteries because the rules and authorised channels may differ.

Regulated

Casino

Current position

Seychelles now has a distinct regulatory route for premises-based casinos and interactive gambling. The FSA administers the 2014 Act, while the 2024 Rules create Type 1 and Type 2 interactive operator licences. A Seychelles incorporation certificate is not a gambling licence, and a physical casino permission is not an online permission. Country copy should verify the operator in the FSA record, state the licence type and distinguish services offered in Seychelles from those lawfully offered into another jurisdiction.

Licensing

The FSA licenses casinos and slot-machine businesses under the Seychelles Gambling Act 2014.

Online availability

Online casino activity requires a separate FSA interactive gambling operator licence under the 2024 Rules.

Advertising and commercial links

Advertising must be accurate, responsible and tied to the licence category held.

Responsible gambling

Casino pages must be 18+, support identity verification and account controls, display clear game rules and link to responsible-gambling and complaint procedures before commercial offers.

Regulated

Sports betting

Current position

Sports betting in Seychelles sits with the Seychelles Licensing Authority, not the FSA gambling division that supervises casinos and interactive casino products. SLA licence conditions require operator reporting, records of activity, capacity to meet prizes and visible rules. That institutional split must appear in our country page. Before ranking a bookmaker, the guide should confirm its SLA licence and the delivery channel covered instead of relying on an FSA company record or an unrelated interactive-casino licence.

Licensing

Betting is licensed by the Seychelles Licensing Authority under the Licences framework.

Online availability

The public SLA conditions establish a betting licence but do not by themselves prove unrestricted remote or cross-border betting authority.

Advertising and commercial links

Published offers should state the rules and prizes and correspond to an active SLA permission.

Responsible gambling

Betting tickets and participation are restricted to people aged 18 or over. Pages should show uncertainty, budget limits and the SLA complaint route, and should never promise recoverable or regular income.

Restricted

Predictions

Current position

A Seychelles predictions page can discuss form, probability and sporting context without taking money. Once the product accepts a bet, pools participant funds, awards a chance-based prize or embeds an interactive gambling system, its label no longer determines the law. The underlying mechanics decide whether SLA betting or game-of-chance rules, or the FSA interactive framework, applies. Each outbound commercial route should therefore carry a dated licence check and keep analytical confidence separate from promotional claims.

Licensing

Free editorial forecasts are distinct from licensed betting; accepting stakes or operating a prize game engages SLA or FSA licensing according to the product.

Online availability

Remote stake-taking may fall under betting or interactive gambling and requires product-specific review.

Advertising and commercial links

Sponsored forecasts should disclose the relationship and identify the regulator and licence behind any wagering link.

Responsible gambling

Predictions should be presented as fallible analysis. Any gambling route must exclude under-18s, avoid urgency and chasing language, and provide spending limits and a clear complaint contact.

Regulated

Lotteries

Current position

Seychelles places lotteries and games of chance under the SLA. The regulations group lotto, scratch cards, bingo and lotteries within a licensed game-of-chance category and impose operational rules for tickets, draws, prizes and winner records. This is separate from the FSA interactive-gambling licence. A lottery page should identify the licensed company, the individual game, the draw date and claim process, while avoiding any implication that every online draw associated with a Seychelles company has local authorisation.

Licensing

Lotteries, lotto, scratch cards, bingo and similar games of chance require an SLA game-of-chance licence unless a stated exemption applies.

Online availability

The legacy regulations do not establish a blanket permission for internet lottery sales; the exact licensed method must be confirmed with SLA.

Advertising and commercial links

Rules and prizes must be made public, and the licence and game notice must be displayed as required.

Responsible gambling

Lottery pages should use an 18+ audience rule as the conservative publishing baseline, show full ticket and prize conditions, avoid investment comparisons and provide the SLA contact for verification or complaints.
