Legal overview
Legal overview
Rwanda licenses casinos, sportsbooks, lotteries and interactive gaming under Law 58/2011. RDB became the sector regulator under a 2024 Prime Ministerial Order and is redesigning the framework while the existing law and ministerial orders remain applicable.
Regulatory developments
RDB is developing a new legal framework and resumed licensing and expressions of interest for land-based and online categories in 2025.
Responsible gambling
Responsible gambling
The law defines a minor as under 18. The 2024 policy calls for identity checks, self-assessment tools, responsible messages and pre-approval of advertising.

Rules by gambling category
We separate casinos, sports betting, sports predictions and lotteries because the rules and authorised channels may differ.
Regulated
Casino
Current position
Rwanda's casino regime is in transition rather than a legal vacuum. Law 58/2011 still supplies the licensing framework, while RDB now acts as regulator and is designing replacement instruments under the 2024 policy. RDB resumed land-based casino licensing and invited online-casino expressions of interest in 2025. A Rwanda page should distinguish an expression of interest from an issued licence and record the exact operator permission before publishing a recommendation.
Licensing
Casinos require an RDB gaming licence under Law 58/2011.
Online availability
Interactive games are recognised in law; RDB accepted expressions of interest for online casinos while redesigning the framework.
Advertising and commercial links
The 2024 policy calls for regulator pre-approval and responsible-gambling messages.
Responsible gambling
Casino content should be 18+, require identity checks and include limits and harm information consistent with Rwanda's current policy direction.
Regulated
Sports betting
Current position
Rwanda defines a sportsbook as the business of accepting wagers on sporting events by any means. The current reform process does not suspend that licensing requirement: RDB states that Law 58/2011 and the existing ministerial orders continue to govern until new instruments are enacted. Betting comparisons should therefore verify a live RDB permission, its land-based or online scope and its date, rather than presenting participation in the 2025 licensing process as approval.
Licensing
Sportsbooks require a gaming licence from RDB.
Online availability
RDB expressly reopened interest for land-based and online sports betting in 2025.
Advertising and commercial links
Current policy calls for pre-approved advertising and mandatory responsible-gambling content.
Responsible gambling
Betting pages must exclude under-18s, avoid guaranteed-return wording and show identity, spending-limit and support information before operator links.
Restricted
Predictions
Current position
A Rwanda prediction page may publish independent match analysis without taking a wager. The legal context changes when a user stakes value on the forecast, joins a paid pool or is routed into an operator transaction. Because Rwanda is actively redesigning the rules, the page should separate editorial probability from commercial gambling and retain dated evidence for every linked sportsbook. An invitation to apply or submit an expression of interest is not evidence of a granted licence.
Licensing
Free commentary is distinct from wagering; paid forecasts or pools can constitute regulated betting.
Online availability
Direct integration with a sportsbook or prize pool requires licence review.
Advertising and commercial links
Sponsored predictions should be disclosed and assessed under RDB's advertising policy.
Responsible gambling
Predictions must be framed as uncertain analysis, limited to adults when betting is involved and never described as a dependable source of income.
Regulated
Lotteries
Current position
Rwanda's law defines the national lottery as a scheme owned wholly or partly by government and promoted nationally under the Act. That category should not be merged with every commercial prize draw. A Rwanda lottery page needs to identify the organiser, statutory category, ticket method and prize rules, then verify the current authority with RDB. During the legal redesign, publication dates and source dates are especially important because older licensing explanations may no longer describe the responsible institution.
Licensing
National and other lottery activity falls under Law 58/2011 and RDB oversight.
Online availability
Digital lottery delivery requires the relevant authority and should be checked during the reform period.
Advertising and commercial links
Lottery promotions should carry responsible messages and regulator approval where required.
Responsible gambling
Lottery pages should use 18+, avoid investment language and explain that purchasing more entries increases spend without changing the uncertainty of a draw.
