Nigeria: Gambling laws, betting and lotteries
A practical overview of local rules, online availability and safer-gambling safeguards.

Legal overview
Legal overview
Nigeria no longer has one nationwide gaming licence. The Supreme Court judgment of 22 November 2024 held lottery and games of chance to be matters for individual states; the federal National Lottery framework remains relevant in the Federal Capital Territory.
Regulatory developments
Operators must regularise state by state after the Supreme Court decision. A licence from Lagos or another state cannot be represented as authority throughout Nigeria, while the NLRC framework should be treated as FCT-specific.
Responsible gambling
Responsible gambling
Requirements depend on the state. Lagos applies an 18+ rule and maintains responsible-gaming, complaint and enforcement mechanisms across online and retail gaming categories.

Rules by gambling category
We separate casinos, sports betting, sports predictions and lotteries because the rules and authorised channels may differ.
Regulated
Casino
Current position
Nigeria cannot be accurately described through a single national casino whitelist. Since the Supreme Court judgment of November 2024, lottery and games of chance fall within state legislative authority, except that the federal framework remains relevant in the FCT. Lagos has an established regulator and a specific casino category, but that permission stops at the state boundary. A Nigeria casino page must identify the customer’s state and verify the exact state licence before displaying an operator link.
Licensing
Casino licensing is state-specific; Lagos licenses casinos within Lagos State.
Online availability
Lagos distinguishes casino, interactive games and remote or online permissions. No state licence has automatic nationwide effect.
Advertising and commercial links
Promotions must be limited to states in which the operator holds authority and follow the applicable state rules.
Responsible gambling
Casino content should be 18+, provide limits and self-exclusion information, and route complaints to the regulator for the user’s state; Lagos users can use the LSLGA complaint channel.
Regulated
Sports betting
Current position
Online betting is widely visible in Nigeria, yet legal reach now depends on state permission rather than one federal badge. Lagos expressly licenses online sports betting and pools betting and publishes operator and enforcement information. The same licence cannot simply be projected onto customers in all 36 states. Our interface should therefore select content by state where evidence is available, while a country-level overview explains the constitutional split and avoids marking an operator legal nationwide without state-by-state proof.
Licensing
Sports-betting licences are issued by individual states; Lagos licenses online sports betting and pools betting.
Online availability
An online bookmaker needs authority for the state in which it serves the player; nationwide branding is not nationwide permission.
Advertising and commercial links
Every ranking and advertisement should state its geographic licence scope and commercial relationship.
Responsible gambling
Betting pages must exclude under-18s, avoid guaranteed-profit language, expose limits and complaint routes, and never use payment availability as evidence of licensing.
Restricted
Predictions
Current position
A Nigerian prediction article may discuss teams, statistics and uncertain outcomes without becoming a betting operator. The boundary changes when money is accepted, entries are pooled, prizes depend on forecasts or the publisher participates in a wagering transaction. After the Supreme Court ruling, that analysis must also be geographical: a Lagos pools-betting permission proves nothing about another state. Editorial probability, affiliate promotion and the regulated bet should remain visibly separate at every step.
Licensing
Free editorial analysis is separate from gambling, but paid pools, stake-taking and operator-integrated forecasts require the relevant state licence.
Online availability
A prediction product connected to wagering must be checked in each target state.
Advertising and commercial links
Sponsored forecasts require disclosure and may show an operator only where its state authority is verified.
Responsible gambling
Predictions must not claim certainty or income potential. Any betting path should be 18+, include budget and time controls, and display the correct state complaint authority.
Regulated
Lotteries
Current position
The central fact for Nigerian lottery coverage is territorial authority. The Supreme Court nullified nationwide application of the National Lottery Act and confirmed exclusive state power over lottery and related games, leaving the federal regime for the FCT. Lagos licenses public online lotteries and other lottery categories through LSLGA. A guide must therefore identify the state behind every draw and must not describe an NLRC document or one state licence as permission to sell tickets across Nigeria.
Licensing
Lottery licensing belongs to individual states; the federal National Lottery framework applies in the FCT.
Online availability
Public online lottery is a recognised Lagos category but remains territorially limited.
Advertising and commercial links
The organiser, draw, licence issuer and state coverage must be stated clearly.
Responsible gambling
Lottery pages should be 18+, explain ticket cost and claim rules, reject investment comparisons, and give the complaint route of the licensing state.
