Legal overview
Legal overview
Liberia regulates games of chance through the National Lottery Authority under the National Lottery Authority Act of 2014 and Gaming Regulation 001 as amended. NLA licenses and supervises casinos, sports betting, lotteries and related gaming, while FIA and NLA share AML/CFT responsibilities. The framework prohibits licensed gambling by anyone under 18. Recent NLA systems add online licensing and public licence verification, but each operator and authorised domain must still be checked.
Regulatory developments
Liberia is digitising gaming supervision through online licensing, a central monitoring system and a national payment gateway. Regulation 004 of 2024 introduced explicit fees for online sports betting and online or paper lottery games. FIA has also documented work to address AML/CFT weaknesses previously identified for internet casinos, beneficial control and fit-and-proper assessment.
Responsible gambling
Responsible gambling
Gaming Regulation 001 makes persons under 18 ineligible to play and makes allowing a minor to participate an offence and a ground for licence revocation. Licensed operators should enforce age checks, player protection and self-exclusion. Editorial pages should also explain odds, limits, loss-chasing risks and routes to help without presenting gambling as income.

Regulated
Casino
Current position
Casino gaming in Liberia is a licensed activity overseen by the National Lottery Authority. Gaming Regulation 001 requires gambling establishments to be licensed and controlled, establishes suitability and inspection rules and makes unlicensed operation an offence. The newer NLA portal offers online-casino applications and public licence checks, while FIA records show that earlier rules left internet-casino and fit-and-proper gaps. A Liberia casino page should therefore verify the current licence, authorised domain and permitted product rather than relying on an offshore badge or an operator’s own claim.
Licensing
NLA issues and supervises casino licences under the 2014 Act and Gaming Regulation 001 as amended; operating without a valid licence is an offence.
Online availability
NLA now advertises a dedicated online-casino licence and licence-verification portal. Because older rules did not expressly cover internet casinos, a current licence and every authorised domain must be verified in the NLA system.
Advertising and commercial links
Only an operator and domain shown as currently authorised by NLA should be promoted. Affiliate relationships, bonuses and material conditions must be disclosed clearly and must not target minors.
Responsible gambling
Casino participation is legally restricted to adults aged 18 or older. Pages should explain time and deposit limits, self-exclusion, random outcomes and loss-chasing risks, and should never frame casino play as employment or investment.
Regulated
Sports betting
Current position
Liberian sports betting is subject to a specific licensing system rather than a general commercial permission. NLA Regulation 002 directs the Board to consider the social and economic impact of each licence, and the 2024 schedule recognises both physical and online sports-betting licences. This supports a regulated classification, but it does not make every website lawful. Before a bookmaker is ranked, the publisher should confirm its live NLA record, legal entity, authorised domain, product scope and expiry or renewal status through the official verification channel.
Licensing
Sports betting requires an NLA licence. Regulation 002 provides case-by-case Board approval, and Regulation 004 lists separate physical and online licence fees.
Online availability
Online sports betting is expressly represented in the 2024 fee schedule and NLA online licensing portal. The exact operator and customer-facing domain must be verified before listing.
Advertising and commercial links
Rankings and links should be limited to verified NLA licensees and authorised domains, with clear affiliate disclosure and no youth-directed or guaranteed-win messaging.
Responsible gambling
Only people aged 18 or over may participate in licensed betting. Content should state that odds favour the operator over time, encourage fixed spending and time limits and warn that predictions cannot remove the risk of losing money.
Restricted
Predictions
Current position
A Liberia predictions page may publish independent analysis of teams, form and probabilities without taking a stake or awarding a chance-based prize. Once users trade an outcome, enter a paid pool or place a bet through the feature, the activity can fall within NLA’s broad control of games of chance, sports betting or licensed prediction markets. The durable editorial boundary is to keep forecasts informational and dated, show uncertainty and methodology, and treat every transactional integration as regulated until the NLA confirms the correct licence category.
Licensing
Free editorial forecasting does not itself operate a game of chance, but accepting stakes, pooling money or running a prediction market requires NLA review and potentially a specific licence.
Online availability
NLA lists prediction markets among its online licence categories. A monetised market or wagering integration should not launch without documented approval and an authorised domain.
Advertising and commercial links
Sponsored selections require disclosure; a link that facilitates betting should only lead to an NLA-verified operator and must not imply certainty or guaranteed returns.
Responsible gambling
Forecasts must not be sold as guaranteed income. Any wagering link is strictly 18+, should expose the risk of loss and should be accompanied by budget, break and self-exclusion guidance.
Regulated
Lotteries
Current position
Lotteries in Liberia sit at the centre of the National Lottery Authority’s statutory mandate. The Authority operates the National Lottery and regulates other games of chance, while the 2024 schedule recognises scratch products, raffle permits and online or paper-based lottery games. A country guide should distinguish the official National Lottery from separately licensed private products. Before publishing a ranking or purchase link, verify the organiser and domain with NLA and present the draw timetable, ticket cost, odds or prize mechanics and claim conditions accurately.
Licensing
NLA exclusively operates the National Lottery and regulates other lottery, raffle and game-of-chance products through licences or permits.
Online availability
Regulation 004 includes online or paper-based lottery games, and the current portal provides a lottery licence route. Verify the organiser, product and sales domain individually.
Advertising and commercial links
Lottery promotion should identify the licensed organiser, ticket price, draw rules and claim conditions and must not suggest that an unrelated draw is the Liberian National Lottery.
Responsible gambling
Lottery participation is limited to people aged 18 or older. Pages should emphasise that tickets are entertainment rather than savings, show total cost and odds where available and discourage repeated purchases to recover losses.
