Legal overview

Legal overview

Angola regulates land-based games of chance, social games and online gaming under Law 17/24, supervised by the Instituto de Supervisão de Jogos. Gaming activity requires the applicable licence or authorisation and licensed operators must be legally established in Angola.

Regulatory developments

Law 17/24 replaced Law 5/16 in October 2024. ISJ Instruction 2/26 now provides operational procedures for authorisations and advertising under the new framework.

Responsible gambling

Responsible gambling

Law 17/24 expressly regulates responsible gambling and protects minors and vulnerable people. Persons under 18 may not enter or gamble in gaming spaces, and gambling advertising requires prior ISJ approval.

How we review

Rules by gambling category

We separate casinos, sports betting, sports predictions and lotteries because the rules and authorised channels may differ.

Regulated

Casino

Current position

Angola now regulates casino activity through Law 17/24, a modern framework that replaced the narrower 2016 law. It covers both territorial gaming spaces and online products and assigns supervision to the ISJ. A casino guide must check the regulator’s current operator information, distinguish the licensed channel and avoid treating company formation or a retail licence as permission for online play. Every commercial placement also needs to respect Angola’s prior-approval system for gambling advertising.

Licensing

Land-based casino and gaming-room operation requires the appropriate Angolan licence and ISJ registration and supervision.

Online availability

Online casino games require a separate licence under the online regime and approved technical systems; a premises licence is not enough.

Advertising and commercial links

All advertising for games of chance, social games and online gaming requires prior ISJ authorisation.

Responsible gambling

Casino content must be 18+, carry clear risk and limit information, avoid targeting minors or vulnerable users and provide the operator complaint route followed by escalation to the ISJ.

Regulated

Sports betting

Current position

Sports betting in Angola is not merely tolerated online: the legal framework provides a licensing route and technical supervision. The operator must have the correct Angolan title, and retail points need their own authorised basis. Rankings should record the licence holder, online or retail scope, validity and approved brand. Access through a local payment method is not sufficient evidence. Because advertising is pre-approved, affiliate material should not reuse operator claims or promotions without checking their authorised form.

Licensing

Fixed-odds sports betting and its points of sale require licensing or authorisation supervised by the ISJ.

Online availability

Online sports betting is expressly licensable for qualifying Angola-based companies using approved systems.

Advertising and commercial links

Betting advertising, including internet promotion, requires advance ISJ approval and responsible-gambling treatment.

Responsible gambling

Betting pages should enforce 18+, explain odds and loss risk, encourage deposit and time limits and avoid presenting wagers or prediction products as employment or dependable income.

Restricted

Predictions

Current position

An Angola predictions page may publish independent analysis, probabilities and sporting context without accepting a wager. The legal character changes when users pay to enter, stake money on an outcome or are passed into an operator transaction. Law 17/24 deliberately covers online gaming and advertising, so the editorial and commercial layers must remain visible. Each linked operator requires a current Angolan licence check, while forecasts must be dated and expressed as uncertain analysis rather than promised returns.

Licensing

Free editorial forecasts remain distinct from regulated wagering; accepting stakes or operating a prize-based prediction product requires the relevant gaming authority.

Online availability

A digital forecast tied to a bet, pooled prize or operator transaction must use a licensed online channel.

Advertising and commercial links

Sponsored predictions and outbound betting links fall within the cautious scope of gambling advertising and should be cleared against ISJ requirements.

Responsible gambling

Predictions should never imply certainty or loss recovery. Gambling-linked content must be 18+, show budget and time controls and include a clear path for complaints and help.

Regulated

Lotteries

Current position

Angola’s current law brings social games and related products into the same modern supervisory architecture as casinos and online betting. Instruction 2/26 describes authorisation procedures for raffles, promotional random combinations, temporary contests, mediation and points of sale. A lottery page should identify the exact product category, organiser, draw rules and enabling title. It must not label an offshore draw as locally licensed merely because tickets are available online or its marketing is translated into Portuguese.

Licensing

Social games, lotteries, raffles and similar products require the statutory licence or ISJ authorisation appropriate to their category.

Online availability

Online distribution is regulated and cannot be inferred from an authorisation for a physical draw or point of sale.

Advertising and commercial links

Lottery and social-game promotions require prior ISJ approval and must protect minors and vulnerable audiences.

Responsible gambling

Lottery pages must apply 18+, display entry and prize conditions, reject investment language and remind readers that repeated purchases increase expenditure without making a random result predictable.
